Road blocked off -top of Westwood Hill

Road from the roundabout to the junction of Crystal Palace Park Road and Westwood Hill is completely taped off. Anyone know why?

Unsure whether this was an accident site last night or if it's something to do with a lorry shedding its load- the entire section of road seems to be covered with something.

On the radio it just announced an Oil spillage.
