Pink Refuse Sacks

Can anyone tell me why it is better to have the pink refuse sacks that can be left for a couple of days on end on the pavement leaving the contents accessible to vermin rather than the albeit gross blue wheelie bins that at least contained its refuse. One explaination I have been given by a road sweeper was that the bins where considered a danger for disabled people. I have witnessed able bodied people slipping on the residue left from opened sacks, so where does this leave the disabled?
