Dear Sir,

MASTERPLAN OUTLINE PLANNING APPLICATION & CONSERVATION AREA CONSENT FOR DEMOLITION AT CRYSTAL PALACE PARK, LONDON SE20 8DT
REFERENCE NOS: DC/07/03897/OUT & DC/07/03906/CAC

I refer to the above Outline Planning Application and CAC Application submitted by Gerald Eve on behalf of the London Development Agency on 1 November 2007 and hereby give you notice of my intention to OBJECT to this planning application.

Crystal Palace Park is Grade II* registered, Metropolitan Open Land (MOL) and much lies within a Conservation Area. Contained in the Masterplan is housing and a route for Tramlink, both of which are inappropriate under government and local policies for MOL, Conservation Areas, and Registered Historic Parks and Gardens and conflict with Bromley’s adopted Unitary Development Plan, PPG2 and PPG15 and are contrary to the Mayor’s London Plan statements to protect urban green space.

The LDA have submitted their detailed Masterplan application before establishing funding sources, both for capital and revenue. Their proposal to fund Crystal Palace Park regeneration through the sale of public parkland for 180 private luxury flats, i.e. ‘enabling’ development, is not acceptable and LDA claims of ‘exceptional circumstances’ to justify housing are, in fact, unsustainable and conflict with PPG2 paras.3.1, 3.2, 3.13 and 3.15. Park improvements can be achieved by various legitimate means, as demonstrated in the regeneration of other UK parks.

The housing, as illustrated in the application, for Rockhills and Crystal Palace Park Road and the residential accommodation on Ledrington Road are at an advanced stage of concept and are unsatisfactory in respect of massing, scale, bulk and design, with high detrimental impact on residents on the periphery of the Park.

Residential development, whether ‘enabling’ or otherwise, is not supported by the public as proven by the LDA’s own consultation results and a 7,000 signature petition, opposing the sale of Crystal Palace parkland for housing, presented to Mayor Ken Livingstone.

The Environmental Impact Assessment accompanying the application has failed to consider the wider impact of the Masterplan on surrounding areas and is therefore not holistic in its approach.

If permission is granted for the sale of protected parkland at Crystal Palace Park for housing, a precedent will be set that could threaten all parkland and open space.

Don't forget the exhibition The Crystal Palace Past Present and Future on today and tomorrow at CsPace Galleries, 28-3- Church Road. News and info on current proposals for Crystal Palace park and the hilltop. They are concentrating on Penge and Sydenham residents this weekend so do try to get there. 12-5pm both days

Does anyone know if Sydenham is represented in the consultation and if not why not!

Outcast - I assume you are asking whether residents in this area have had a chance to take part in consultations over the future of CP Park.

Dialogue on the future of CP park started in 2002 and consultation in October 2006. There have numerous roadshows in the Park and regular workshops (attracting over 7,000 attendees). All of these have been advertised widely. A few months ago, the Sydenham Society, ran a public meeting at St Barts where Roger Firth from the firm running the consultation outlined the proposals.

We've had a very wide and lengthy consultation which has included many Sydenham residents. The planning application is out to consultation at the moment and anyone can make comments. Thankfully, the time is rapidly approaching when the LB Bromley will reach a decision on this issue, hopefully to accept the current plan being put forward by the LDA.
