I haven't heard any rumours about a paid parking scheme, but there is work going on associated with the upgrade of the station - introduction of barriers for Oyster cards etc. Since there is no paid-for parking at the moment in Sydenham, paid-for parking on Station Approach would be unusual. Only you know how reliable your source is! If you are concerned, perhaps best to contact the Highways Dept at LB Lewisham.
