I work for an advertising agency, we have been advised by our lawyers that this law is unenforceable

My view is that the authorities will take their time and possibly stage a test case against a well armed website to establish what, if any, practical measures are enforceable. There is also much 'playing for time' when browser suppliers will provide an option for accepting cookies that can be construed as compliant with the law.
This is a good idea very stupidly legislated by europe and the UK doesn't really want to know. The question is why the UK and other tech-savvy nations didn't strangle this legislation at birth ...
