cheque changers

Has anyone noticed there are 2 new cheque cash/changers "shops" just opened in the high street-opposite side to post office- why? Are these another word for loan sharks/money launderers? Do they add anything to the high street - along with pound shops/ghastly chicken /kebab places. No wonder I never shop there.
