Dulwich community councils, why can't Lewisham do this?

Why can't Lewisham do something like this:

If you download the links it details everything they have been doing to improve the environment for people across the spectrum....

They have huge budgets too compared to Sydenham's paltry £10k. Over £360,000 last year, if I recall correctly. The assemblies seem like a weak imitation.

Where there's always a danger that it's the grass seeming greener on the other side - but on this one I'm fairly sure you are right. There is a Southwark Councillor I know who would be happy to come and talk to local groups about how the system does work there. My understanding is that the power is as much delegated to local Councillors, rather than some ill defined entity such as Lewisham's Local Assemblies are. Regardless of who wins the Mayoral election, it will be interesting to see what Lewisham does with its Local Assemblies.
