firstly, would I be right in assuming this is a tram shed here, next to the station?
...and on the other side of the bridge, repair works have revealed these stairs, leading to the site of the original staion, I reckon...what do you think?

I have also been told it was associated with the trams, perhaps to provide power, but the article from the Railway Journal on the development of Forest Hill station <uploaded by Falkor elsewhere> says this about it:
Thus the building was a sub-station, built to provide energy for the newly electrified railway line.The [railway] line through Forest Hill was electrified in 1928 and a sub-station was built on part of the site of the atmospheric buildings.
