Surely an amber light as the announcement merely delays an already announced programme.
Or possibly a red light as the same announcement is less carriages later ...
Plus commuters pay the cost now. And building rail infrastructure is not shared by the whole community in the same way as building roads. This would appear to be a serious shift in the balance from public transport to the roads. Is it just me that finds it deeply depressing from a minister who uses a chauffeur driven motor to get him from Pimlico to Westminster and a gas guzzling Jag from Surrey to London?
