Yes. The presumption must be that the artist knows best. The only person to have a veto is the person paying for it. If it is to go in a public place then the question is not whether we like it - but is it unacceptable to the majority passing it. That's a high but not impossible bar for rejection. You can do that by taking a straw poll on passers by of the design. As long as its done by a trusted source. Except we don't seem to be trusting anyone these days.
The last thing we need is design by committee. Aceept/Reject - don't fudge.
