As rubbish is thrown down, or over the rails/fences into adjoiiiing properties, I asked the Council if they could simply move the litter bin from across the road on Silverdale to the exit of the alleyway (visibly). They said they'd look into it a few weeks ago. Nothing yet.
Related issue: At the meeting on Thursday, a point was raised about commercial waste bags being put on the High Street and (if I recall correctly) it was said that there were plans for it to be put out between 5pm and 7pm. *Confused* Since, being the rush hour, it'll be when many peeps will be driving through the high street, so a good advert LOL.
It was also suggested that they were trying to get it onto the side roads (again, if I recall correctly). There are currently (12.30pm Saturday) ten blue bags sitting around the litter bin at the top end of Silverdale. So either, "What's that all about?" or "Gee, thanks a lot".
Rant over and would appreciate any comments or knowledge re this. Thanks in advance.
Edit: Update: The 10 blue bags were taken away at about 10 am this morning (Sunday).
Edit: Update: More blue bags today @ 11 am Monday. Hrmphhh!
Alleyway from Sydenham Station through to Silverdale

I expect the suggested time is in line with shop closing times?
Any earlier and the bags would be in pedestrians way and shopkeepers arent going to stay aropund till 8pm just to put the rubbish out after rush hour!

True, but assuming it's a once a day collection for most waste (dunno), why couldn't it be at, say, 2pm (before school leaving time)? In other words, as the amount of waste per day will be roughly the same, ww're just talking time of collection aren't we, or am I missing something?
Sorry, I don't know the logistics; just seems odd to me.

The reason that the waste is collected at the end of the working day is surely that this is a time when most shops are shutting or shut; less shoppers are walking along the high street; the shops can get all of their rubbish for the day out of the shop.
If it occured at 2pm as you suggest the street would have piles of rubbish lying around in the middle of the day when people want to shop.
Our aim isn't to impress the people from Bromley driving past in their cars at 5pm. It's to keep the high street clean and let the shopkeepers get rid of their rubbish at a sensible time - which is at the end of their working day.

Thanks for the replies. I know there isn't a perfect solution, given no rear access roads, so that anything has to be a compromise. Still can't say I'm happy with having 8-10 bags on residential Silverdale for several hours each morning and clearly a collection is made in the late morning anyway, but perhaps it also picks up shop waste also. As said, I don't know the logistics.
I do wonder how much waste in the bags is recyclable packaging (not sure how that could be collected differently), but perhaps with the countrywide move afoot to reduce packaging, that might also help reduce the amount of waste.
Just throwing ideas into the air. There used to be an expression "... and see who flushes them down the loo" New innovative ideas do arrive, so happy to put my ideas forward since peeps tend to "spark off" one another

Mosy - I agree with you generally that the clearing of rubbish from Sydenham Road and the roads leading from it is woeful. This includes rubbish from shops lying for long periods on pavements as well as dumped items which often lie for days before they are cleared.
Walk down Penge High Street - you'll rarely see a single item that is dumped. Around Sydenham Road, the streets are often awash with dumped items and shop waste.
This really is a simple issue. We have a town centre manager and a local council. The bottom line of their existence should be to keep the area clean.
