WHAT IS THAT DERELICT BUILDING IN NEWLANDS PARK?

It's near the high street and is boarded up.

I keep walking past it, it looks like it has been used to store tyres,
When was th last time it was occupied? How old is it? What was it? Who owns it and why is it in such a state?
