CPZ for Thorpewood Avenue?

According to information given at the recent LBL council meeting (reproduced below, with probable typos & predictive text howlers, because I'm using my mobile):

"In April 2013, mayor and cabinet approved a number of recommendations for a new parking policy, including a commitment to establish a prioritized programme for the consultation, implementation and review of CPZs.

The council is therefore in the process of assessing which CPZs will be taken forward to public consultation in the first three years of an annual programme. Requests have been received for a CPZ in Thorpewood Ave and the southern area of Forest Hill is being considered as part of the new programme.

The programme is expected to be finalized and approved in Sept 2013".

No document exists on the Lewisham consultation portal for a Thorpewood Avenue CPZ as a result I find it difficult to imagine that a CPZ could be implemented in September.

Perhaps 'the programme [which] is expected to be finalized and approved in Sept 2013' is a programme for one or more proposals for CPZs, which will then be consulted on?

Sorry I should have made it clear, the quote in my first post is the deputy mayor's written answer to a question from Philip Peake. Cllr Peake's question was:

"Is the council studying request(s) for a controlled parking zone on Thorpewood Avenue?
What is the current status of its thinking?"

& yes, I think Robin's probably right. I certainly hope so!
