Pot holes and geo coding

I just came across this site from the Cyclists' Touring Club, which allows pot holes to be reported

In a slightly dubious league table of local authorities, Lewisham are 93rd out of 212 in the country. Nothing to stop non cyclists reporting, so do other STFers want to let Lewisham know of problems they notice?

Something I find interesting is in the FAQ 'Is there an iPhone application?':
Many councils are not able to accept locations as coordinates (yes, really!) so we need to make sure we still collect textual descriptions of where hazards are.
This suggests that there are some councils that can work out addresses ('textual descriptions') from geocodes (latitudes and longitudes as used in GPS, Google Maps) , and presumably vice versa. I'm trying to find out if Lewisham is a beacon of progress here or not. If it was, it would be possible, for example, to automate production of a map showing where there are current planning applications. I'm currently mocking something up along these lines, e.g. this http://www.lund.co.uk/index.php?option= ... 1&Itemid=3 but it would be nice to have something a bit more professional, as well as a way of cutting out the manual geocoding.

And any other number of other maps ...
