"late 2008: Line closes for 18 months" ??

I was just reading this http://www.alwaystouchout.com/project/3 and read that the "line" may be closed for 18months. Does anyone know if this mean a disruption of normal train services?

As far as I know, this only affects the East London Line, NOT our National Rail service.
