I think this is a re-application because their prior consent has probably expired.

The applicant is submitting further information required by the Council as laid out in their Condition 5 of the original approval - looks like the Construction Management Plan. An applicant may make several such types of submission dependent upon any number of conditions the Council may stipulate when granting an original approval.
