There are a huge amount of issues on this subject. In some ways, Planning policy restricts to a large degree housing coming forward at all of any tenure. S.106 obligations and the CIL can only be paid for from the land price as all other costs are pretty much fixed. land owners are then not happy to ...

Housing density guidelines are set out in the London Plan. Neighbourhood plans would not be able to override these calculations, or PTAL ratings.
I beleive the original PTAL based density matrix used the word to " maximise" and this has been ammended to "optomise" to make it more area/site ...

The only buildings on the site are pretty non descript 60's crap, Im pretty sure who ever buys it will be knocking everything down. I think the nice old building was demolished in 1979/80 ish.
