Maybe the charges received will be used to pay for enforcement costs. It appears that there was no regular monitoring or oversight of the free 40 minutes. This then allowed those 'in the know' to abuse it and local shopkeepers got no benefit.
All anecdotal of course.

It seems that branch is permanently closed now. So the Nat West is the only bank in Sydenham now.
There has been a debate about financial exclusion recently, shutting down all the bank branches seems to going that way.
