I've noticed lots of new road surfaces in the area - Lawrie Park Road, Dartmouth Road, etc, so things are being done elsewhere.

I'm sure the actual buildings in many parts are an extra storey over what is depicted in those mockups.

Unlikely, back then there were no gates, etc, you could just walk through and onto the train. Of course the fares weren't so ridiculous back then so maybe there was less incentive to fare dodge.
