The Bakerloo is the museum of the Underground. It has the oldest fleet in service (1973), with no plans to replace before 2030. The frequency is only 20 trains per hour, probably could reach 24 at best. For any extension, the signalling for the entire line would need to totally be replaced, costing ...

I don't see anything really being done over traffic on Sydenham High St. If anything I think Bell Green will be seen as more of a pressing issue; the LWR Syd railway bridge is totally unsuitable and Bell Green junction is a mess.

The electricity bill for all these months is still a lot cheaper than ridding the premises of squatters or paying for damage caused by arson which would have been a lot more likely scenario had the lights not been turned on all this time.
