I agree in principle, but people would be reluctant to walk down the high street with a watering can to water the trees. I am sure residents of a road would water "their" trees if they were politely asked to do so. People are hesitant about unilaterally taking ownership of what is a public asset if they are unsure whether anyone else is doing it.

I think I was walking down a residential road in Beckenham when I spotted a newly-planted sapling with a notice from Bromley Council attached to it, asking residents to water the tree, so it can be done.
