Re 25 Church Road, Upper Norwood
I am writing to lodge my objections in relation to the following applications lodged with you by Kingsway International Christian Centre (KICC):
Ref. No: 11/01541/FULL1 - Canopy and alterations to front elevation including external decorations colour scheme;
Ref. No: 11/01663/ADV - Non illuminated wall mounted advertisement display board;
Ref. No: 11/01537/FULL1 - Soft and Hard landscaping including benches and bicycle stands
The Applicant has wholly failed to consider or to put forward a design which compliments and enhances the unique nature of 25 Church Road and which would be more in keeping with a landmark art deco building in a Conservation Area. I have set out, on a case by case basis, specific objections to each of the applications but the following remarks also apply.
The proposals for the canopy and front elevation in particular involve removing key design features of the building which have been part of the design since its original construction in 1928. Specifically the proposals will involve:
• Ripping out the fixed wood and glass fanlight windows above the current canopy, a feature since 1928
• Ripping out the four sets of wood and glass doors which stretch right across the entrance way, again a feature since 1928.
• Replacing the doors with a double set of glass doors, centrally placed and surrounded by large glass panels to the side and above, creating a large, all glass display window effect, which will fill the entire area of the opening
The total glazed area will be that currently demarked by the foot wide blue painted rectangle around the current entrance. Thus the alteration will result in an external facade more akin to a car showroom than an art deco former cinema.
• Raising the existing canopy height and installing a new canopy will completely obscure the rectangular render architrave which frames the door opening, a feature since 1928.
• Installing two new uPVC windows to the upper floor to replace a blocked up window frame and the one remaining wood and glass window, in breach of Bromley’s own Special Planning Guidance for the Conservation Area.
• Painting the exterior elevation in parchment, but paint the stucco, ground to roof columns in Burgundy, creating a parchment/burgundy Zebra striped effect which wholly detracts from and fails to highlight the existing stucco detailing.
These proposal are wholly unsuitable alterations to the Upper Norwood District centre’s only major 1920’s D2 Art Deco building, They are also wholly unsuitable for a building in the CPP Park Conservation Area and their detrimental harm should be considered not only in relation to the building and the CPP Park Conservation Area, but also the impact on three adjacent conservation areas in the District Centre.
25 Church Road is a Heritage Asset, fulfilling all the key criteria for such a definition in National Planning Policy Statement 5 (PPS 5) that a Heritage Asset is “A building, monument, site, place, area or landscape positively identified as having a degree of significance, meriting consideration in planning decisions”.
Specifically:
• 25 Church Road is the only D2 1920’s Art Deco building in the District Centre
• Whilst there have been some, wholly unsuitable, alterations to the facade in the last two decades, key features from its original design in the 1920’s remain.
• The building is unique and unusual to the Conservation Area when considered against the context of the preponderance of surrounding Victorian and Edwardian era properties
• It has a strong “degree of significance” by virtue not only of its unique status as the only D2 art deco building in the District Centre but also because of its size and presence in 25 Church Road.
• The size and presence of building also means that it is has very significant potential, if developed with sensitivity and respect to its art deco history, to act as a benchmark of good design and conservation making a significant contribution to local character and a sense of place.
In the light of these five factors the building clearly meets the criteria for a Heritage Asset.
Furthermore any alteration to it has a significantly higher proportionate effect and impact on the character of the District Centre.
The Conservation Area itself is a designated heritage asset under PPS 5. PPS 5 provides that, for applications relating to a Designated Heritage Asset, such as a conservation area, there should be a presumption in favour of conservation.
25 Church Road should be protected from inappropriate design and the incorporation of materials wholly out of keeping with an Art Deco building.
The proposed alterations:
(a) Fail to respect or complement the layout, scale, form and materials of the existing building
(b) Do not comply with the provisions of UDP Policy BE11 that any alteration should preserve or enhance the character or appearance of conservation areas, respect or complement the form and materials of existing building and respect and incorporate in the design features that contribute to the character, appearance or historic value of the area
(c) Do not comply with the provisions of UDP Policy BE14 that “In commercial parts of conservation areas, the design, form and materials of shopfronts, signs and fascias are acknowledged as making an important contribution to local character and The Council will seek to ensure that a high standard of design and materials is achieved in any replacement shopfront and advertisements in such areas”.
(d) Do not comply with the provisions of UDP Policy BE14 that “The retention or reintroduction of traditional features can add significantly to the character and appearance of the host building and the conservation area in general, and will be encouraged”
(e) Do not comply with the guidance in the CPP Conservation Area SPG that “As shopfronts are replaced,,,,,,,,, the Council will encourage the reinstatement of traditional design elements......that are more appropriate to the age and form of the host building.” In this case the age and form is 1920’s Art Deco
(f) Do not comply with the guidance in the CPP Conservation Area SPG in that the proposal to use UPVC windows detracts from the character of the conservation area and reinforces existing deterioration caused by the use of such windows, as acknowledged in the CPP Conservation Area SPG guide i.e. “Some traditionally constructed first and second floor windows have been replaced in aluminium or UPVC. Such alterations have also been detrimental to the character of the area.
(g) Wholly fail to take account of the fact that 25 Church Road is a Heritage Asset, located in a Designated Heritage Area.
(h) Do not consider or reflect in any way the guidance on shopfronts, signs or advertisements set out the CPP Conservation Area SPG.
